A Path Forward: Regulation and International Coordination

Artificial intelligence (AI) has exploded into public attention since the release of ChatGPT, sparking both excitement and concern. Tools like ChatGPT, DALL-E, and Midjourney are widely used, but their rise has also raised pressing questions: Will AI replace jobs, spread disinformation, or eventually surpass human intelligence?

Stuart Russell, professor of computer science at UC Berkeley and co-author of Artificial Intelligence: A Modern Approach, warns that while large language models (LLMs) like ChatGPT show potential steps toward general-purpose AI, we still don’t fully understand how they work or whether they are safe.

Promises: AI could transform healthcare, education, art, and entertainment. Even partial advances—like self-driving cars or fraud detection—offer major benefits. General-purpose AI, if safely developed, could greatly reduce costs and improve global quality of life.

Risks: Current AI systems can “hallucinate,” spread misinformation, reinforce bias, and be misused for blackmail or disinformation. Social media algorithms already manipulate human behavior, and future AI could magnify this. Over-reliance on AI might also erode human skills and independence. The larger fear is “misalignment”—AI pursuing goals that conflict with human interests.

Control & Regulation: Russell argues AI must be rebuilt on new foundations that prioritize human objectives, but progress is slow. Transparent oversight, strong regulation, and international coordination will be crucial to prevent dangerous misuse. Without safety measures, powerful AI could spiral out of control—either through accidents, malicious use, or society’s dependence on machines.

Russell concludes that while AI holds immense promise, only rigorous regulation, new system design, and a safer digital infrastructure can ensure it remains a tool for human progress rather than catastrophe.
